Energy Saving Steps for an Oil-fired Boiler with Hot water Baseboard.
Let's first confirm:

Do you have Oil as the fuel?
Is there a oil fuel line going to the boiler,
as shown in the photo below?

Does the Boiler have circulator pumps, as shown
in the photo below?

Does the heat get distributed throughout the house with a Hot water delivery system, as shown in the photos below?

First things first! The oil that is being purchase, should be Number 2 home heating oil. Do not just think about the money you will save by
buying less expensive oil such as Number 4, because it will be offset or completely lost by inefficient combustion, as well as additional maintenance
cost and extra service calls.

Below are Energy Saving Steps that can be evaluated for Savings:

STEP ONE: SSE Test (Steady State Efficiency Test)

Yes, there is a test that can save you hundreds of dollars and gallons of oil!

Steady State of Efficiency test or SSE for short. One must be performed every year in order to know and keep your heating unit's efficiency steady.

STEP TWO:
Multi-Set Back Clock Thermostats

This is an energy saving step that usually has a Payback within one winter!

Thermostats that are manually controlled use more oil than Clock thermostats and Multi-Set Back Clock Thermostats.

STEP THREE: Domestic Hot Water

How are you making your Domestic water Hot?

With only a 5 gallon coil inside a Boiler with enough BTUs to heat a house?

Hopefully you can implement Step Three to make hot water for your kitchen, bathroom, and wash, much more efficiently.

STEP FOUR: Cold Start Boiler

Trade Secrets - Only the very best oil companies will tell you about saving oil and money with Step Four. If you can install a Cold Start Boiler control panel and don't maintain temperature, expect to reduce the consumption of oil by as much as 33%!

Paybacks are usually within one winter!

STEP FIVE:
Insulation

Step Five is Easy, Fast, and Affordable with Paybacks that are usually within one year!

Savings with insulation wrap on all Hot Water pipes add up fast because they don't cost much and can be a do-it-yourself project!

STEP SIX: Maintenance

Ah yes, the proverbial maintenance step.

This Step adds up to savings and your family's safety!

Don't pooh-pooh this step.
